John Wiggins, 55, was arrested in May at one of the stores in Short Pump, Virginia when a customer caught him in the act.
What is most disturbing is that Wiggins worked at a local high school.
The shameful incident happened on Sunday, May 31. One of the victims said that she was shopping with her husband when Wiggins dropped a box of pasta near her, picked it up and moved on.
"It started in the shampoo department and that's when it happened the first time,' she explained. 'I just turned the aisle and he looked directly at me and I felt his guilt."
Getting a strange feeling about Wiggins, she had her husband follow him through the store. Within just minutes, Wiggins was at it again, but this time someone was there to catch Wiggins as he slyly dropped down to pick up the pasta box and took a picture up the woman's skirt at the same time.
The husband notified store employees, and the Henrico Police showed up to arrest Wiggins on two misdemeanor counts.
Following Wiggins arrest, students at Clover Hill High School came forward to say that he worked at the school.
Student Jayla Boyd said that he helped out in her social studies class and at one point coached the wrestling team.
"He didn't really say much, he would just sit in the back," Boyd said.
Officials at Clover Hill said Wiggins is no longer employed at the school.
Since the incident, Wiggins' daughter Amanda Bray issued a statement responding to the scandal.
"My dad is obviously struggling with mental illness. My family and I are being affected greatly by this situation," Bray said.
